National Resistance Front, Sar-e-Pul: The Taliban head of the provincial directorate has raped a woman in Sar-e-Pul.
Qari Noor Ahmad Saeed Mumtaz, also known as Qutbuddin Hilal Balkhi, simultaneously holds two positions within the Taliban run government, the head of health for Sar-e-Pul and the head of information and culture for Jawzjan province.
The Taliban are trying to prevent leaks.
Earlier, members of the Taliban had been caught having extramarital affairs and partying with women in Kabul and Samangan.
In March, Abdullah Haqqani, a senior member of the Haqqani Network, was arrested during a party in Kabul. Videos leaked on social media showed several women dancing in a room, with participants, including members of the Taliban, having alcoholic beverages.
