Samangan, National Resistance Front: The Taliban mayor of Dara-e-Souf district of Samangan province has fled after raping a woman.
The deputy governor of Samangan, Maulvi Abdul Manan, sheltered Maulvi Reihan and is resisting his arrest.
According to reports, the situation in Dara-e-Souf has been tense.
Rape, torture and detention of women are nothing new; in the past, dozens of women were detained, tortured, and raped in Kabul, Farah, Takhar, Badakhshan, Samangan, Balkh, and several other provinces.
